Stop testing DSD rates in gst_alsa_detect_dsd_rates() if the rate becomes zero
or negative. This avoids an infinite loop if gst_alsa_probe_supported_formats()
is used on a PCM sink defined like the following in the ALSA configuration file:
pcm.buggy {
type plug
slave.pcm "buggy_volume"
hint.description "Causes an infinite loop in GStreamer"
}
pcm.buggy_volume {
type softvol
slave.pcm "buggy_dmix"
control.name "buggy_volume"
}
pcm.buggy_dmix {
type dmix
ipc_key 12345
slave {
pcm "hw:0,0"
period_size 1024
buffer_size 4096
}
}

Moving from PLAYING to NULL will set the stop_streaming_threads to TRUE,
but when moving back upwards its not reset to FALSE (as only done in
uncalled init and resume callbacks).
Fix by reseting value in the prepare callback.

GLib guarantees libintl is always present, using proxy-libintl as
last resort. There is no need to mock gettex API any more.
This fix static build on Windows because G_INTL_STATIC_COMPILATION must
be defined before including libintl.h, and glib does it for us as part
as including glib.h.

They are part of gst_dep already and we have to make sure to always have
gst_dep. The order in dependencies matters, because it is also the order
in which Meson will set -I args. We want gstreamer's config.h to take
precedence over glib's private config.h when it's a subproject.
While at it, remove useless fallback args for gmodule/gio dependencies,
only gstreamer core needs it.
