Jacob Johnsson e49a9df621 rtsp-server: Only unblock live streams when complete

When media consists of multiple streams we should only unblock the
complete streams.

Fixes #2443

gst-rtsp-server is a library on top of GStreamer for building an RTSP server

There are some examples in the examples/ directory and more comprehensive
documentation in docs/README.
