Tim-Philipp Müller 3438b7a880 kate: remove plugin ...

Bitrotten and not really used in the wild.

The actual render library (libtiger) is not just unmaintained
but the upstream location has disappeared, and it's also not
even packaged by e.g. debian/ubuntu.

Closes #3071
