Edward Hervey af0d8bc00a m4: Remove extra check for 11+ year old a52 release

You deserve a build failure if you still have that version

If someone wants to completely remove this m4 to replace it with the
generic AS_GST_CHECK_LIBHEADER() it would be appreciated.

All aclocal .m4 files we need are put here and cat'd to acinclude.m4 in 
the source root.  Official ones (taken from the relevant devel packages) 
are named as-is, unofficial ones (or changed ones) get a gst-prefix.
