Aleksandr Slobodeniuk 3901984621 videotestsrc: fix max value for timestamp-offset ...

Compiled for x64 with msvc the timestamp-offset property
max limit is 2147483646999999999 that is smaller then
the timestamps provided by the rtspsrc.
