Existing codes rely on modified argc value by g_option_context_parse() but g_option_context_parse_strv() is used in case of Windows. Count arguments after the option parsing manually. Seungha Yang	2548014dfc	win32: Enable high-resolution timer for MinGW build ... timeapi.h is missing in our MinGW toolchain. Include mmsystem.h header instead, which defines struct and APIs in case of our MinGW toolchain.
