e697fe98eb videorate: Bring all timestamp in the runtime scale when applying rate to QoS
Otherwise the timescale won't match and we might end up with totally broken
QoS events.

51d43529c3 videorate: Refactor so upstream/downstream time domains are properly decoupled
Refactor the videorate element to properly separate upstream and downstream
time domains when the `rate` property is set.

The previous implementation had issues with time domain conversions when
changing rates, especially during seeks after which we were basically confusing
input and output timestamps.

This also fixes rate changes as we are now tracking the wanted input timestamps
and not confusing them with the output, so this way we do not drop buffers when
the rate is changed while playing, meaning that the related tests have been
fixed

e94830c79d videorate: don't hold the reference to the buffer in drop-only mode
Pushing the buffer via gst_pad_push () in transform_ip () function
causes downstream elements to process the buffer with a reference
count > 1. This leads to performance issue if there are downstream
elements which modify the buffer memory.

However, in drop-only mode this reference is not required.

So, let GstBaseTransform push the buffer in drop-only mode.

e8e12db5f4 debug: Category init should happen in class_init when possible
plugin_init() will not get called if element/feature registration
happens manually, such as when using linking only specific plugin
features with gstreamer-full. That is possible when plugins contain
static features.

6f623af4d7 videorate: Revive 'new-pref' property
The 'new-pref' property sets the preference to use the new (next)
instead of the old (previous) buffer. The default is set to 0.5 to get
a similar behaviour as before the change.

Value 0.0 makes sure that only frames are shown where it's known that
the frame content is visible at that time, always show the old frame
until the new frame timestamp is reached.

Then, if the next buffer replaces the previous buffer the new buffer
is pushed as often as possible until PTS is reached. Before the new
buffer was only pushed once the new next buffer arrived.

Use GstClockTimeDiff because it's known that the current buffer time
is inside the time interval of previous buffer and next buffer the
calculation can be done with building absolute values. Special macros
are not needed here.

344ef36b5a videorate: Avoid overflow in calculations
base_ts and next_end_ts are both guint64. Use explicit check to avoid "negative"
timestamps (which would overflow, not be negative).

fa57d776d8 videorate: convert next_ts to new segment instead of restarting from 0
When receiving a new segment we should not restart PTS from the new
segment' start. Instead convert current position into the new segment if
possible.

60d9cfc954 videorate: Correct segment-based calculations
It was adding and subtracting the segment base here and there, but it
was also doing so incorrectly, leading to various calculation errors.

Fixed a few bugs uncovered, related to getting a new segment:
* If we reset base_ts/next_ts/out_frame_count, also reset prevbuf
* Only do so if the new segment is different than the previous one

Also replaced a few occurrences of GST_BUFFER_TIMESTAMP with
GST_BUFFER_PTS for consistency.

Integrated the tests of
https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/2186
, now passing. The test_segment_update_same test had to be fixed,
because it was wrongly assuming that we would not fill the gap inside
the new-but-same segment.

57a4d521fd videorate: keep pool if max_buffers is unlimited
The value 0 for max_buffers means unlimited. If the max_buffers are unlimited,
the videorate element shouldn't throw away the bufferpool, but just increase the
min_buffers value.

150adf6df4 videorate: Don't forget last_ts on caps changes
Whenever that caps changes does not imply that a new segment will start.
Don't reset the last_ts if only the caps have changed. This fixes issues
if you have a stream without only first frame with TS=0, and have resolution
change happening. This was a regression introduced by !3059, which issue was
described in #1352. The reported issue is still fix after this change.

11b83fb2fc videorate: Handle closing segment on EOS right after caps event
The scenario is what we try in the tests:
- we have a segment with .stop set
- some frame(s) flow
- we get a CAPS event
- we get an EOS (before getting buffers after the CAPS event)

in that case, without that patch, the segment is not properly closed
which is not correct. In this patch we keep track of previous caps until
a new buffer arrives, this way in that situation we set previous caps
again, and close the segment with the previous buffer.

bb840bd116 videorate: Add a max-closing-segment-duplication-duration property
This allows users to let videorate fully fill the segments when received
EOS or on new segment, removing an arbitrary limit of 25 duplicates which
might not be what the user wants (for example on low FPS stream in GES,
that sometimes leaded to broken behavior)

c0d7d5c2c8 videorate: fix assertion when pushing last and only buffer without duration
Fixing this pipeline:
  gst-launch-1.0 filesrc location=sample.png ! pngdec ! videorate ! fakesink

- videorate receives a single buffer with pts = 0, duration = invalid;
- then it receives eos triggering this buffer to be pushed downstream;
- the pushing code was assuming that a duration was set, which is
  impossible as we received a single buffer and no output framerate was
  set either. So the best we can do is to push the buffer without
  duration.
