v4l2codecs: Update videodev2.h with V4L2_FMTDESC_FLAG_ENUM_ALL flag

Browse Source 
Add V4L2_FMTDESC_FLAG_ENUM_ALL flag to support discovering all
possible pixel formats.
Add V4L2_FMT_FLAG_META_LINE_BASED to not create a hole in flag
definition.
